The time when the control of the Empire of Laar was decided by brute force has passed. Now politicians are the skilled manipulators and they wield their influence to recruit allies to their cause from across many walks of life. They also pass laws to strengthen their positions. As the game progresses each player builds their own pyramid of power. After 12 rounds the player with the most power points has reached the pinnacle of power and will be the next Emperor of Laar.
